Indonesia Enforces Mandatory “All-Indonesia” Digital Arrival Declaration for All Travelers, Including KITAS/KITAP Holders

Indonesia has made the “All-Indonesia” digital arrival declaration mandatory for every passenger entering the country, extending the rule to tourists, business travelers, and even long-term residents with KITAS and KITAP permits. The measure, now in force nationwide, reflects the government’s broader effort to digitize immigration procedures and enhance border management.

Under the new policy, the declaration must be completed online before departure. The requirement applies equally to short-term visitors and expatriates with residency status.

Travelers submit personal, travel, health, and (for residents) permit information via the government’s digital portal. Upon completion, a QR code is generated, which must be shown at airline check-in and at immigration counters upon arrival.

Authorities have warned that failure to comply may result in denied boarding, airport delays, or fines.

Officials emphasize that the All-Indonesia system is intended to reduce congestion at airports, improve risk screening, and integrate immigration, customs, and health databases.

“Indonesia is joining a global trend toward digital borders,” said a Jakarta-based mobility analyst. “The goal is efficiency and better data management, but it also means stricter compliance for travelers.”For business professionals, smooth clearance depends on completing the declaration accurately and within the required timeframe.

Despite their long-term residency status, KITAS and KITAP holders are also required to complete the All-Indonesia declaration. The system cross-checks residency permits against immigration records to confirm validity.

Experts caution that discrepancies between a residency permit and the information submitted online could trigger red flags, delaying re-entry.For companies operating in Indonesia, the new system adds another compliance step to international mobility.

HR and mobility teams must update travel protocols to ensure employees submit the declaration before boarding. Non-compliance can cause missed meetings, disrupted schedules, and reputational risks with local authorities.
